As I looked at Saint Paul's Lutheran Church's History, I believe this to be an accurate image of it's mission model.
Saint Paul's was a mission of Trinity Lutheran Church in New York City and planted a house church among the German Lutheran immigrants of the Closter New Jersey area. I believe as the fellowship grew, the mission added another house and another house until their were four house churches.
This led to the construction of the Saint Paul's Lutheran Church building.
